It would help to know where you're seeing these dots and which device you're using. If you see them in the texting app, chances are it means you have new messages. If you see this in the contacts app and have a Samsung device (as do they), profile sharing might be active and it's showing online status or updates to each other.

I've been looking for the answer to the same question myself..I purchased a samsung galaxy a20 about 2 weeks ago. I've noticed only a few of my contacts have a blue dot on the bottom right of their picture when I use normal messaging , also in my contacts list, and even in the internet phone apps I have downloaded..the same people have the blue dot across multiple platforms. I've checked and some use my same carrier and some dont, all have advanced message features turned on but so dont other contacts who use my carrier but dont have a dot..I've seen a couple answers to this question but none of them explain it completely...everyone either says it's because they use the same carrier which isn't the case, and others say its advanced message features which also isn't the case. I would finally like an answer

Welcome to Android Central! I've seen a mention that it has to do with native video calling. Can you see if you can initiate a video call with those contacts that have a blue dot, using the stock Phone app? (And not using Google Duo.)

Only one of my contacts had a blue dot & only just showed on it tonight. I've had my Galaxy a21 for over a year. This is how I got rid of the blue dot.
Go to messages.
Tap on the 3 dots.
Tap Settings.
Tap on Chat Settings.
Turn off Chat Features
Go on down & tap on
Default Message Type
Select Text or Multimedia
The blue dot disappeared.
I even sent a text to myself to make sure my messages were working correctly. It is. I don't know how the settings got changed.
